With the rapid development of urban transport, there is more and more urban transport complexes in construction. Based on the rise of urban transport complexes, gaps and opportunities existing in the construction of urban complexes in China and opportunities, this paper first makes a qualitative analysis of the basics of, and then makes a detailed study of the function design and land development of urban transport complexes.Firstly, by analyzing construction cases home and abroad, the paper finds out transportation, business, hotel, office work, residence and square are the six subfunctions. This paper analyzes the spatial form of traffic complex in the plane space and elevation space formed by the urban traffic complex at home and abroad. Combining with the purpose of the development of traffic complex and the construction experience at home and abroad, the function layout of urban transport complex should comply with the principles of systematicness, complementarity, priority and partition and its main methods have space overlapping and space interweaving. According to the function of each sub function and the function of the complex, the paper analysis the layout strategy of urban transportation complex from the function of each sub function to the whole. The paper also finds out traffic transfer organization and external space hook-up are the core of the layout of urban transport complexes and analyzes organizational methods.Secondly, the paper analyzes the basic features of the land utilization of urban transport complexes. This paper analyzes the basic characteristics of urban transport complexe land use from two aspects:the diversity of land use types and the intensive use of efficiency and points out the main obstacles in the development of urban transport complexe in our country from two aspects of the lag of the current land use classification standards and the management system of railway land use. By drawing on the classification system and development model of urban land use in Japan and Hongkong of China to discuss the land use pattern of urban traffic complex. The paper advocates PPP applications in the construction and studys PPP’s applicability, common operational methods and propose the development of the land use for transportation complex in China can use the construction-operation -handover (BOT) mode.Lastly, the paper analysis the present situation of land use and construction by taking Chengdu East Railway Station as an example. Through the action observation method, researches and records of the passengers in the station during the waiting period of the activities, and analyses the problems existing in the function and the use of the Chengdu East Railway Station and analyze the reasons.
