In recent years, we are faced with an accelerating period of urbanization.Population influx, real estate development, decline of traditional neighborhood, and thegovernment’s pursuit of modern city all give impetus to the urban renewal, in whichlarge-scale demolition is the main feature. However, without enough concentration tothe urban cultural value, a large number of historic urban areas are simply destroyed andremoved. Meanwhile, the historical messages of these cities are sharply disappearing.This problem gives birth to a series of conservation concepts and measures in law,including the historical conservation area and historic city. However, the age, buildingsize, and quality of extant historic urban area vary, due to the expanse of our nationalterritory, complexity of geographical features and disproportion of economic levels. Inthis situation, the statutory conservation system shows defects in the scope of protection,assessment methods, and value perspective.It is important to see that the evolution of human civilization is a continuousprocess, while historic urban areas prove to be the best testimony. It is quite necessaryto adopt a scientific method for cultural value study.The main contributions of this article are listed as below:The first part of the research is the approach of cultural value assessment. Firstly,we study literatures published in the heritage conservation field, including the universaldeclaration, resolutions, regulations and ordinances, summarizing the connotation ofheritage value. Secondly, we investigate a framework of cultural value studying inhistoric urban areas based on researches of the historic block and historic city. Finally,we summarize the standards and methods of heritage value evaluating.The second part of the research is the application of the value assessing concept inthe renewal of Baotou. Applying the methods adopted in the first part in the historicurban area of Baotou, we firstly summarize its cultural themes, identifying theappropriate spatial object-the heritage. Furthermore, we evaluate the heritage, with thepurpose of adopting a proper conservation and exhibition system.
