The Highway Engineering Cost Pricing Based On Management Standardization Research

The purpose of the Highway Cost management is to identify and effectively control theinvestment in highway construction projects. Pricing basis，as the a primary means ofHighway Cost Management, can measure the highway construction market characteristics andbe the support for highway cost management. However, nowadays the management ofhighway pricing basis in China still exist many problems, which are concentrated in in twoaspects. One is that there is a big gap between the existing pricing mode of bill of quantity(BOQ) and the actual construction. The other is that the reciprocal relationship between theexisting pricing mode of bill of quantity and the estimate and budget is not clear. The twoprimary problems result in the highway costs in different stage not unified and coherent andcannot guarantee the implementation of the whole process of cost management.As for the two problems, this article will based on the principle of work breakdownstructure (WBS),considering five categories of impact factors,including constructionmaterial, material specifications, construction method of organization, engineering structureparts, subsidiary engineering types, detail the bill of quantities Issued by the department oftransportation in China, in order to response the actual condition accurately and detailed.Furthermore, study the combination of Bill of Quantities and the pricing basis system inestimate and budget and with the system architecture analysis and the associated degreeanalysis in gray system, the study will propose List of sub-project,which is based on thepricing basis system in estimate and budget, include the subheadings of BOQ and combinewith the designed drawings and project table. Then build a new highway cost pricing basis forthe standardization system, in which the pricing basis system in estimate and budget, BOQand designed drawings are united. The advantages of the new system is better to realize thewhole process of highway cost management, provide a basis for the informationization ofhighway cost management and operate easily.This study can be applied in highway construction. On one hand, based on researchresults, researchers can develop calculation software to improve the level ofinformationization in highway cost management. On the other hand, provide the theoreticalsupport for the establishment of highway cost file and highway cost management.
