As China’s rapid development of the social economy, the highway traffic grewrapidly as well, obviously some part of the highway capacities cannot meet the trafficdemand, which causes problems of the traffic capacity and the traffic demandgradually emerged. In order to meet the needs of the regional economic development,ensure transportation safety and smooth, it is necessary and urgent to extend theoriginal roads.This article starts with the concept of highway reconstruction and the ways ofroad extension. First of all, based on the investigation, analysis and statistics ofhighway reconstruction and extension status (traffic volume, vehicle speed, trafficmodel, traffic accident origin and composition), making a solid foundation for thetraffic safety research during the reconstruction period. Second, to examine thevolume of traffic and traffic safety, operating speed and traffic safety, vehicle andtraffic safety, abnormal weather and traffic safety relationship based on the analysis ofthe characteristics of the expansion operation area workers, vehicles, roads and trafficflow. Moreover, to investigate the traffic safety technical measures on the expansionof expressway, and put out of the speed limiting method of the operation zone, thebasic requirement analysis of the traffic safety facilities, studies the working sectionof reconstruction and expansion of highway safety facilities and effect evaluationmethod, discusses the application of traffic safety measures. Finally, on the basis oftheoretical analysis, put forward the rate-limiting scheme of the western Bao highwayduring its expansion period, and also discuss the traffic safety facilities, use theXianyang toll station entrance area as an example to propose the traffic organizationscheme.
