Along with our country’s economic and social development, the roadnetworks of provincial and urban scale expand gradually, and constantlyincrease the density and improve the layout further, but due to the uncertainty inspace and time and the destruction to the normal traffic operation ofemergencies in road traffic, the incident happened once will cause trafficcongestion, jam, and even cause traffic accident. It will not only reduce the roadtraffic transportation efficiency, but also can cause serious traffic safetyproblems. In order to adapt to the construction and development trend of theregional network, utilize and play the existing road facilities efficiency, avoid orreduce the influence of the emergency, it is necessary to timely and leadingresearch of the technology which is prior active defense and matter trackingcontrol in regional network environment.First of all, according to the characteristics and impact analysis on trafficsafety of sudden incident under regional network, this article studies thetechnology of prior active defense under regional network from trafficmanagement and control traffic safety facilities optimization and engineering control measures of geological disasters.And then, through the investigation of the regional network system, itconstructs a network of regional traffic management, analyzes direct andindirect influence areas and duration in emergency. And the emergency affectzone and duration section were divided. It also summarizes and analyzes allkinds of traffic organization mode and its adaptability. From three levels ofnodes, lines and areas of the road network, the paper studies the technology ofmatter tracking control under regional network. And it analyzes the parametersof setting traffic sign, and puts forward the calculation methods of Pre-distanceand duplication distance of traffic signs.Finally, Combined with the actual network of Quzhou city, in view ofemergency-prone locations, and assuming that under the occurrence of anemergency, the papers were empirical analysis of the prevention and controltechnology under emergency of Quzhou road network, and the implementationeffect is good.
