Due to the poor-quality of China’s surface water, most surface water source is currentlymicro-polluted. The traditional water plant has turbidity as the only design index of theinfluent, which is obviously unable to satisfy the security and purification demand of thedrinking water. At present, even the detection ability of terminal water is insufficient inChina’s water plant. There is no probability of testing the entire index in the design of waterplant. By the reason that it’s impossible to detect the complete106new water quality index ofthe influent in the waterworks, the basic influent quality index should be confirmed to solvethe embarrassing situation in surface waterworks design.In the new water quality standard, according to the water source pollution of our country,the limiting condition of water source is properly relaxed, meanwhile several index such asoxygen consumption (permanganate index) and ammonia nitrogen are increased to adapt withour own situation. The increase of the influent quality index and the reduction of the limitingvalue in the new water standard offer the challenge to the traditional water purificationprocess. New water purification process should be developed and used to satisfy theincreasing request of water quality.In this paper, the following conclusions are drawing after the analysis and study of thesurface water quality index:1.The basic influent quality index in design of the surface water plant includes: turbidity,pH, permanganate index and ammonia nitrogen in conventional index, UV254organic matterindex and coliform group microbiological index.2.Micro-polluted raw surface water contaminated by heavy metal: arsenic, cadmium andlead in the heavy metal are the special limiting index as the design influent of the water plant.3.Lakes and reservoir water used as water source: the total nitrogen and the totalphosphorus are the special limiting index as the design influent of the water plant.4.According to the different special situation of the water source, particular limitingindex could be increased.
