As the population increasing and rapid developing of urban economy in the nation, the double-situation of water resource shortage and water pollution is the problem we are facing currently. Dalian is one of the most water lacking cities in China with the drink water resource pollution in various degrees and severe imbalance between supply and demand. So it is important to build water treatment plant to relieve the situation, meet the demand of the water quality and quantity in region water supply, and ensure the health of citizens. The research material of this paper is The design plan of water supply project of water treatment plant in Sanshilipu of Dalian. On the basis of general plan of Dalian, the treatment process of water treatment plant in Sanshilipu of Dalian was researched and designed. The research details and main achievements are as follows:The water supply scale of Puwan new district and Pulandian city of Dalian was predicted on the basis of urban planning of Dalian, and the project designed scale of the water treatment plant is400,000m3/d in short-dated and800,000m3/d in long-dated. After the optimum performance comparisons of three water treatment plant locations, Wushilipu, Dawanggou and Jiaoditun, Dawanggou was determined as the best location.According to the sanitary demand of drinking water in drinking water sanitary standard GB5749-2006and the development plan of Dalian water supply group limited company, the turbidity of the water treatment plant’s outlet was less than0.5NTU, specific situation1.0NTU. The pressure of plant’s outlet should meet the demand that the service water head of the control point of the water supply net in supply district is higher than28m. The water qualities of several inflow water head sites were analyzed, and at the mean time, the water qualities of the outlets of the water treatment plant near the common water head sites were also analyzed. On the basis of the analyzes of the water qualities and the reference of the water purification process at home and abroad, conventional process and reinforced conventional process was determined as the treatment process of the water plant. The technique advantages and disadvantages of two plans, plan one(mechanical mixing pool-small network reaction tank-horizontal sedimentation tank-V filter) and plan two(mechanical mixing pool-mechanical reaction pool-high density sedimentation tank-V filter), were compared, and plan one was determined as the water treatment process of the plant.The functions and effects of every units in the water treatment process were analyzed. According to the design conditions and principles of the water plant, the size and floor space of every treatment unit building were calculated after choosing the suitable design parameters, and on this basis, the plane layout and the elevation planning of the process, the general plane layout of the plant were designed. So, the design plan of the water treatment plant in Sanshilipu of Dalian can be improved further more.
