The Improvement Of The Supervision And Management Mode On The Highway Engineering Quality In Shijiazhuang

Along with the rapid development of society and economic，highway construction inchina has entered a period of rapid development and also made great achievements in theaspect of project quality．However，quality accidents still occur from time to time whichseriously damage to the public interests of the masses of the people．The highway projectquality is not stable yet to be further improved．The supervision and management system of the government to our highway quality, ithas developed for20years from late80’s till now, with the existing regulatory system beingmature gradually, to control the highway engineering quality effectively, and to improve theoverall level of the highway engineering quality, it has played a great and irreplaceablefunction. However, with the development of the highway construction business and theexpending of the construction scale, it appeared some problem that is incompatible with thehighway development level in the existing supervision mode. In the new situation, how toachieve the more effective supervision to the highway engineering quality, to guarantee thehighway quality practically, and to improve the highway engineering construction level, havebeing one of the urgent problems to be solved currently. As the staff of the qualitysupervisory bodies, according to the understanding and cognition from the daily work, someopinions have been proposed, which are about to complete the quality supervision agency andthe highway quality management.The essay first according to the existing situation of the supervision and managementsystem of government to our highway quality, as the government supervision andmanagement system, the institution, the responsibility, the main content program, the waysand means and so on, via study and research, some existing quality supervision problems havebeen proposed， that are about agency organization system, supervision control system, andregulatory approach and so on. Also there are some contrasts about the supervisionorganization mode, quality supervision institution, the supervision control system and theengineering insurance guarantee system with the current situation of our country. Accordingto the analysis of the two aspects, three reform proposals have been proposed to thesupervision and management system of the government problems; evaluations are proposed to build the quality behavior; methods of supervision are concluded to construct the supervisionbehavior; there are also some advices about macro aspects of the government qualitysupervision, engineering assurance, and the implementation, the excitation mechanism, andthe credit system establishment of the insurance system. It is hopefully to make somecontributions to the supervision and management system of the government to our highwayquality.
