Research On Government Supervision Of Highway Project Bidding In Jilin Province

Since the implementation of the Tendering and Bidding Law of the People’s Republic of China on January 1,2000,China’s public project contract is mainly carried out in the form of bidding,which has been widely used in various engineering projects.The promulgation of this law effectively standardizes the market order of public project construction and saves the cost of construction project to a great extent.But even so,there are still some problems in the bidding process of public engineering construction,such as imperfect rules and regulations,insufficient coordination among regulatory departments,insufficient professional supervision,and lack of whole-process tracking and supervision of the project,which lead to the implementation of the bidding system can not reach the expected effect.In the aspect of highway engineering construction,there are still many problems to be improved in the supervision of bidding.The effectiveness of government supervision has a direct impact on the good operation and development of the tendering mechanism.Based on this,further study on how to strengthen the regulatory role of government supervision in the bidding and tendering of highway engineering construction,strengthen the administrative effectiveness of government supervision,promote the sustainable and healthy development of highway engineering construction field,is conducive to standardize the order of highway construction market,and effectively control the expenditure of financial funds.This study takes strengthening government supervision as the starting point,takes relevant theoretical knowledge of highway management as the research basis,through extensive access to relevant materials,combined with the actual situation of highway engineering bidding in Jilin Province,comprehensively uses literature analysis method and interview research method to understand the current situation of government supervision of highway engineering bidding in Jilin Province.This paper finds out the problems existing in government supervision of highway engineering bidding and deeply analyzes the reasons,and puts forward some countermeasures,such as strengthening the system construction,coordinating the relationship between supervision departments,strengthening the professional supervision of highway engineering,and promoting the dynamic supervision of the whole process.It is expected that through the exploration of this paper,the government supervision of highway project bidding in Jilin Province will become more effective,the quality of highway project will be improved,and the use of public funds invested by the government will reach the maximum effect.
