A Study On Improvement Of Quality Supervision System Of Highway Engineering

With the vigorous development of the global economy, the highway construction quality has improved rapidly. In the field of highway engineering quality supervision, domestic and foreign scholars have proposed a lot of relevant theories and methods. Some countries all over the world have achieved mature quality supervision models. In China, several provinces have explored a number of referential experiences.Based on the investigation on the current situation of the highway engineering quality supervision system in Hainan Province, this paper analyzes the main problems existing in the highway engineering quality regulation, including deviation of quality supervision function localization of government, neglecting quality and attaching importance to schedule of construction units, insufficient participation of social forces, related subjects' s role reversal and multiple management, poor implementation of quality supervision system and relative measures, part links of quality supervision existing omission, absence of marginal incentive mechanism of quality, and no systematic reconstruction of quality supervision framework.Collecting date through questionnaire and using stepwise linear regression analysis method. The key influential factors that current quality supervision system has on quality have been concluded in this paper. The research conclusion is that the highway engineering quality supervision system and quality supervision framework, quality supervision process and behavior, quality incentive and restraint mechanisms and other factors have a significant impact on the quality of highway engineering. According to the conclusion, the optimization strategies about highway engineering quality supervision system, which include construction of the main structure of quality supervision, improving and implementing quality supervision system, generating effective incentive mechanism, orderly introduction of social regulatory resources have been proposed.The case study on the highway engineering quality supervision system of Hainan Province has been proposed in this paper. Combining with the actual situation, integrating modern science and technology quality supervision methods, Hainan modern highway engineering quality supervision system which is an integration of plan, monitor, supervision, excitation and improvement of quality has been designed in this paper. The quality supervision system can promote the quality supervision system to achieve a phased, gradual smooth importation and later continuous improvement in Hainan highway construction industry.
