With the development of science and technology, the power equipment isupgrading rapidly. Automatic control is widely used in most substations.Protective relay devices, as the guard of the power grid, have fully enteredmicro-computerized times.Under these circumstances, with the numbers of the substationscontinuous jumping, we will be confronted with such problems as thenumbers of maintenance stuff can’t fit the amount of tasks, if the traditionalforms of maintenance are still used as usual.State Grid Corporation of China has proposed the idea of constructing“unified strong smart grid”. The safe and reliable operation of the protectiverelay devices is of great importance, as it plays a key role in the fault isolation.Issue that faces us now is how to make full use of the limited human resourcein the area where the devices are really needed to repair. This paper mainly discusses the induction and optimization of the formsof maintenance and puts forward the risk assessment of protective relay on thebasis of the condition based maintenance which is just put into trial use inShanghai power network and the theories of risk evaluation. What’s more, this paper discusses the certain working functions of the protective relaydevices which commonly exists and turns them into state changing spacemodel to get the relationship between the maintenance cycle and theunavailability of the devices. Finally, the efficiency and benefits of themaintenance form proposed in this paper are discussed. With the first full digital substation put into operation, maintenance onprotective relay has entered a brand new times and it will become more and more efficient. Whit the help of the new technology, the protective relay willserve better for the smart grid in the future.
