Energy is the material basis of human activity and economic development and plays an indispensable role for economic and social development. But with the development of world economy, the large-scale exploitation and utilization to the conventional energy consumes rapidly limited human resources on the earth, while the increase of energy consumption has brought serious environmental degradation and climate change, which has threaten the human sustainable development. New energy and renewable energy as a clean, sustainable use of energy, to solve today’s increasingly serious energy and environmental issues provides an important way and means. The solar resources which has huge reserves and widely distributed and is clean, is internationally recognized as one of the most competitive new energy sources.This article discusses the significance of the development and utilization of solar energy resources, domestic and international problems and the status quo, the development trend and problems. The paper summarizes the current overview of Harbin solar resources development and problems in reality and analyzes the potential to development and utilization of solar energy in Harbin and thinks that the use of solar energy resources in Harbin has a bright development prospects. It is suggested that the local government pay more attention to the solar energy resource development, speed up the pace, and formulate preferential policies to raise public awareness and note to guide the development of new technologies and applications, more than one way to promote the development of solar resources solar energy industry.This article also uses correlation and regression analysis and other mathematical statistical methods to research solar radiation and meteorological data of Harbin from1961to2010,50years, to assess solar energy resources in Harbin. The results show that Harbin is rich in resources and stability of solar radiation. It is also given the analysis of annual and monthly solar radiation variations. The average annual solar radiation is4718.7MJ/m2, the value of the basic distribution over the years is from4200to6100MJ/m2, overall downward trend and big difference in months. Radiation drops from the summer, spring, autumn to winter, and in summer the total amount of radiation is more than2times of that in winter, rich radiation in summer and winter relatively few. In June the average monthly total radiation reaches up to601.8MJ/m2, in December it drops down to150.7MJ/m2. It also compared and analyzed the annual changes in solar radiation and climate variables change of Harbin, but the relation between the two is not significant.Also using statistical methods, it analyzed meteorological data and solar radiation data of Harbin from1961to2010, the meteorological factors affecting total amount of radiation in Harbin are analyzed and compared, studies have shown that changes in cloud cover (total, low) is the important factor that impact the solar radiation of Harbin, especially in the summer, has a good negative correlation. Relative humidity is a factor affecting solar radiation too, but the correlation between them is relatively weak, temperature and pressure do not obviously affect to solar radiation.
