:With the sustained, rapid and coordinated development of the national economy, cargo transport has been in great demand. However, the supply capacity of rail freight has been in the state of shortage for a long time, which has become the bottleneck of restricting traffic growth. For transportation capacity expansion, on the one hand, large-scale construction is needed; on the other hand, it should develop the potential and improve efficiency of the existing transport resources.Considering that it has a large potential to increase the load weight of the freight train, the related problems on heavy haul transport organization plan of the existing railway will come into being. Over the years, most of rail lines in China implement a mixed passenger and freight transport. And the big difference in the transport conditions between freight trains and passenger trains results in both passenger and freight transport being affected. In this context, by studying the standard of technical equipment for the existing railway to improve traction weigth and its corresponding heavy haul organizational model as well as organization of wagon flows, the purpose of releasing the ability, saving costs, benefit growth can be achieved, which is of great significance to the development of the national economy.Firstly, this papaer summarizes the technology and equipment conditions for heavy haul railway transportation, and then, makes an initial draft on tonnage level, which is selected for heavy haul. After that, the paper makes a comparative analsis on the corresponding technical conditions of each tonnage level. Furthermore, the paper comes up with an analysis idea for generalized organizational model combination, including traction, operation, train structure, organization methods, function mode, form and disintegration ways, and so on. Moreover, based on the existing research, the paper makes an improvement on analysis methods combining economies of scale with benefit evaluation to make it more suitable for heavy haul transport organization plan of the existing railway, such as relaxing the restrictions on the assumptions of the loading area, adding the costs related to the investment in the construction or reconstruction project and train assembly, and optimizing calculating of other costs within the’collection’’transport’and’evacuation’system, etc.Finally, on the basis of the above-mentioned theoretical research, the paper takes Lanxin Railway as verification example. Through the analysis, it can be concluded that under the same yearly transportation conditions, there are differences on economies of scale among the various traction rating, that is, the higher traction grade is, the more obvious economy of scale is; Under the different yearly transportation conditions, economies of scale indicators of the same traction level shows a decreasing trend; Both the total yearly transportation volume and the different train towing levels are significantly related with economies of scale. After economies of scale of the basic mode plan is tested, by multi-objective planning method, the paper constantly looking for mix plans of different traction rating train, which meets the transport objectives of different priority. And then, the mix plans are analyzed and evaluated from the perspective of the ’cost-the scale’ and the ’cost-economic benefits of transportation enterprises’.The whole study can provide assessment methods and calculatin ways on the benefit analysis of heavy haul transport organization plan of the existing railway as well as traffic organization plan for the relevant departments.
