Along with the booming of economy, the demand of water resource is ascending rapidly.On the contrary side, the gross water resource is limited, so it become a catholic concernedproblem to each country of the world that how to achieve sustainable development within thelimited water resource. It gives us a new way to use water resource more efficiency after theconcept of virtual water put forward in1993. It shows a new aspect to survey the question ofoccupancy volume of water resource.The Paper calculates crop virtual water of48counties of Jilin Province from1998to2010,and gets numerical values of crop virtual water of Jilin Province. According to the data,the result shows that more than90%of crop virtual water of Jilin Province is crop virtualwater, while the virtual water of cash crop, vegetable and melon and fruit takes only below10%. Corn takes the largest part of the planting area of crop, then the rice and soy bean. Theanalysis of GIS spatial data shows that most of crop virtual water distributed in middle of JilinProvince, then the west part and middle-east part, while the east part takes smallest part.Thisconclusion is completely identical to the distribution of water resource and arable land.Itanalyze the spatial diversity of SWD values of corn, soy bean and rice. It can be equated tofive degrees; utilization rate of water resources will be higher corresponding to lower degreelevel. SWD value of corn in central and Midwest main distribution one, two level,3,4,5level in the west and the east main distribution zone. Rice SWD value first and second level ismainly distributed in the middle, and planting area of central most, water resources utilizationrate is high, the planting area of eastern less, quality is higher, rice SWD value bigger, mainlyfor the fourth and fifth grade, the western region the rice planting area expands unceasingly,bai cheng city urban and TaoNaShi increase rate is the largest. The first grade soybean SWDvalue mainly concentrated in middle-east part and south of central regions, the fourth and fifthgrade is mainly distributed in the west and the east. Combined with the virtual water spaceanalysis of crops, calculated the virtual water flowing direction, which, in1998to2003inJilin province net exports of virtual water than net imports,2004to2010shrinking gap, andfrom2009the virtual water net exports less than net imports.
