For geographical conditions, Ground transportation development has been largelyrestricted in the plateau region. The development of air traffic is particularly importantin the region. Driven by western development, the region’s economy has becomeincreasingly prosperous. Increasing demand of air transport, that requires to increasethe transport capacity. Limited airspace resources and geographical restrictions, thesefactors limited new plateau Airport and route expansion. Thus, only rapid and effectiveway to increase capacity is to improve the regional route density, reduce redundantprotected areas from the technical level.In this context and needs, with the current trend of domestic and foreign PBNnavigation technology development, this article wants to solve the design of RNP flightprocedures on altitude airport. After research and analysis the PBN technology andrelated technologies and standards of flight Procedures, In accordance with the designand development of software engineering processes, this article used SOA architectureand UML2.0design patterns, completed the design of the system in PowerDesigner. Inthe auxiliary system achieve link, author took Microsoft Visual Studio2008as adevelopment tool, achieved the critical functions of the computer-aided design systemof the flight procedures of the plateau airport based on PBN technology.After the study design, autor sorted out the data, specifications and standardsinvolved in the PBN flight procedures design. According to the standards and norms ofthe ICAO and the Civil Aviation Administration of China, developed the classificationindex of system data. Designed and implemented the information services function.Complete flight program aided design services functions design, and achieve some keyfunctions. Implemented the flight procedures design statements in computer-aideddesign system.Innovation of this paper included three points. Power Designer aided designsoftware applications to the design of flight procedures. The information servicesfunctions can be independently applied to civil aviation automation software. Introduction of stakeholders involved in the assessment links of flight proceduresdesign, to ensure the objectivity of the flight procedures design.
