Power grid dispatching automated system, where dispatchers can grasp the timelyoperation status of power system, not only provides a platform to monitor the instantaneousload of all substations and develop an optimal system operation, but also helps to detect andhandle system faults promptly in order to avoid the expansion of faults. Given that itguarantees the safety, reliability and economical operation of the power grid, hitherto powergrid dispatching automated system has been considered as the critical method formanagement of power generation and transmission and even plays a important part in makinga strategic decision scientifically and properly.This paper introduces the upgrade and modification project of Xinxing County’sdispatching automated system, and based on a plenty of basic research, summarizes thetypical technology features of prefectural power grid dispatching automated system.According to the development of newly emerging power grids and the technical requirementsraised in the Xinxing County’s dispatching automated system, it defines the function andperformance indexes of power grid dispatching automated system. The layout of the upgradeand modification project in Xinxing County is put forward through the analysis of demandsand functions. With the combination of the author’s working experience on dispatchingautomation, the keystones and difficulties during the construction period are discussed indetail in this paper.The operation of power grid automated system is relevant to the managementmechanisms and methods. In the final part of this paper, the draft of personnel management ismainly discussed in accordance with the upgrade of newly emerging power grid dispatchingautomated systems. Hopefully the combination of the infrastructure and services of thesystem modification plan can coordinate the system function modules, the scale expanding ofaccess points and operators’ quality, which generally will have a tremendous impact onintegrating newly emerging systems and enhancing the system performance, and further thedevelopment of those emerging systems in the Twelfth Five-year Plan.
