The relay protection is the first line of defense of power system security and stability stable operation, along with the rapid development of economy, electric power system increasingly complex structure. As an important part of the safety of the Power system security system, Relay protection is an important guarantee for safe and stable operation of power system. Ensuring t the relay protection system in perfect condition and ensuring the safety and reliability of the action is a very important question in the electric power production. The analysis of relay protection reliability based data is the study of the relay protection is one of the important aspects of the relay protection research and is the basis of quantitative protection reliability research.This paper studies the relay system reliability in the perspective of basic data, analyzes the particularity of the relay protection reliability, divides the new relay system state diagram based on the consideration of power system equipment; discusses the deficiency of correct action rate index which is now under useage and set the new relay reliability indexs, then select the basic data required by these indexs, set the storage formats and the read methods of these indexs in database.In this paper, compared to the traditional protection index the new relay protection reliability index is more closer to the real relay protection reliability level, however the obtained result is only reflect the average relay protection reliability meanand cannot reflect reliability level of certain time, reliability characteristic function can resolve this problem.As the compatibility of Weibull distribution is good and it can fit data of various types, this paper choose Weibull distribution model to fit the basic data of relay reliability, then got the reliability characteristic function. In the end, using VC++to write the basic data analysis software of relay protection reliability, and through the numerical example procedure the correctness and feasibility of a specific model, providing a reference for evaluating the reliability of relay protection device.
