This article take the application research in substation construction tender and bid as the subject, the method of combining theory research and project example with reference as the main thread, beginning with the topic research significance, analyzing the different bidding at home and abroad, taking the domestic present situation analysis as a starting point to raise the research mode of tender and bid. Then, regard to the bill of quantities valuation model and the tender and bid mode rely on the bill of quantities valuation model, making a detailed introduction and analysis theory to the conception, the superiority and so on. Of which mainly analyzed the compilation of the list of quantities, including the principle and the formation of partial list, the division quantities list, the list of measures projects, and other items list. With the list of gold GouLiang substation as an example for supplementary, the quantities list is pointed out to be the common basis of bidding and tendering. Next, researching the No target bid price and a base price bidding mode to get the corresponding contrast analysis. In conclusion part, it Points out the effectiveness of bill of quantities and how to stimulate the biggest effectiveness need global and individual conditions, and long-term sustainability will be the constant characters of the engineering construction projects, it is also be a crucible to economy development of our country and the construction industry, at the same time, quantitative scientific method will be the hot research trend in the bidding market which rely on the bill of quantities models.
