To meet the requirement of precision strike of modern warfare, the target’s battledamage assessment has received more and more countries’ attention, and has become anessential part of the war. Both of buildings and bridges are important targets in the war.According to the characteristics of the two targets, two-level fuzzy comprehensiveevaluation as an important decision-making method is introduced to buildings andbridges battle damage assessment system which can assess combat effectivenesseffectively and timely.In the buildings’ battle damage assessment, Chan-Vese algorithm is used for imagesegmentation and SVM model is used to detect the building region. This method is notaffected by the shape of the building. Then the paper analyses the mathematical modelof two-level fuzzy comprehensive evaluation in detail, and extracts the buildings’ gray,geometry and texture features before and after combat as the assessment criteria.Analytic hierarchy process(AHP) is introduced to set the weights, which effectivelybreaks the bottleneck of fuzzy comprehensive evaluation. Membership functions useintegrated method of triangular and lower semi-trapezoidal distribution. Then the paperuses the theory of two-level fuzzy comprehensive evaluation to assess buildings’combat effectiveness. Finally, design and analysis of simulation examples of buildings’battle damage assessment are implemented.In the bridges’ battle damage assessment, the minimum width ratio and area ratiobefore and after combat are extracted as the evaluation criteria. Similar to theassessment of the buildings, AHP is introduced to set the weights, and triangular andlower semi-trapezoidal distribution are used to ensure the fuzzy membership functions,and the fuzzy comprehensive evaluation is used to assess the bridges’ combateffectiveness. Finally, design and analysis of simulation examples of bridges’ battledamage assessment are implemented.Simulation results of buildings’ and bridges’ battle damage assessment show thatthe integration and application to the combat effectiveness evaluation system of theimage understanding technology, fuzzy comprehensive evaluation theory and AHP canget more comprehensive and accurate results comparing to previous assessment.
