However, the infrastructure and public utilities project is usually general and in a big scale, the capital demand is high, which is far more than the government’s financial ability. Therefore all these things require the government to change the traditional concepts, they need to seek a new financing way actively, to absorb a large number of social capital to participate, in this context, BT mode arises. As a new type of financing construction mode, it not only can ease the government’s financial pressure, but also can change the function of traditional government management, so that the latest cutting-edge management methods and construction technology can be introduced, to contribute to the infrastructure and public utilities project.At present, the development of BT mode in foreign countries has already become more and more mature, but it is still in the stage of exploration and research in the field of construction in our country. We do not have the completed laws and the standard system. So it exposed many problems in the practical operation. And all these need to fumble ceaselessly in practice, summarizing and perfecting. In order to study BT mode operation mechanism, and grasp its operation. This paper did a deep research based on learning and using for reference both at home and abroad about BT mode theory and practical experience:First it introduced the general situation of BT mode of the concept and characteristics, and the implementation of the feasibility analysis and four kinds BT mode of operation and management, and mat endowment contracting comparison and analysis, and problems existing in the operation, established a solid theoretical basis; Then the paper carried on the analysis to the BT project related to some subject, proposed BT mode general organization structure mode, inducted BT mode general operation flow (sure stage, preparatory stage, bidding and concession contract signing stage, BT project company establishment stage, investment and construction phase, transition phase), carried on the detailed analysis of the BT model of operating mechanism (responsibility restriction mechanism, cost control mechanism, risk management mechanism, supervision and control mechanism, talents training and incentive mechanism and professional organizations and expert consultation mechanism); At last, the paper discussed some question with the examples of Shenzhen subway5, including the general situation of the project and engineering characteristics, the main body of the project analysis and organization structure model, project operation flow and operation mechanism.The aims of the BT mode operation mechanism research is to guide BT model how to use the urban infrastructure and public utilities in a better way in the construction of the project, to provide more standard and practical operation instruction, to avoid BT project in the operation problems and difficulties.
