The "Made in China 2025" strategy is to promote China’s transition from traditional industrial powers to innovative industrial powers as an important strategic goal,while engineering and technology leading talents as the mainstay of innovation is a key strategic resource for China to build an innovative industrial power.In order to meet the needs of economic and social development for high-level engineering and technology leading talents,in 2011 China began to set up a doctoral degree in engineering.Whether it is from the high positioning of leading talents or from the hard requirements of engineering practice,engineering doctoral education puts higher requirements on the organizational form and guiding effectiveness of the tutor than other levels or types of postgraduate education.Therefore,it is important to clarify the basic content of the operation mechanism of the Ph.D.tutor system and to discuss the operation practice of the engineering doctoral tutor system.It is important for the realization of the national talent strategic goal and the improvement of the training quality of the engineering doctor.Under the guidance of the knowledge production model theory and the stakeholder theory,this paper analyzes the basic content of the engineering doctoral tutor group operation mechanism,and believes that the engineering doctoral tutor group system operation mechanism is to fully utilize and integrate multiple effective resources in multiple subjects.Establish multi-organizational relationships between multiple organizations and multiple processes,balance multi-party interests,and create knowledge innovation alliances,and then train engineering doctoral students who are in line with multi-stakeholder interests and goals,and promote the organic integration of science and technology.Among them,the government,universities,and enterprises provide important external conditions and resource guarantee for the orderly operation of the mechanism;the tutors and students,as the internal core interests of the mechanism,are the practical actors and direct participants of the mechanism.On this basis,through the analysis of the current situation of the operating mechanism of the Ph.D.tutor system of T University,it is found that the T-Teacher Group has demonstrated the cooperation in the progress stage: taking project-type cooperation as the link and realizing the initial cooperation in the “four guides”.The transformation of deep integration and the remarkable results of cooperation.The operation of the Ph.D.tutor group is embodied in the guidance of the students.Therefore,through the further collation and analysis of the text materials and interview materials,it is found that the Ph.D.tutor group exists: the multi-party linkage guarantee mechanism has not been formed;The effectiveness of the mentor guidance is low;the representation of the results is not scientific and so on.The reasons are closely related to the imperfect design of the government’s top-level system,the imperfect management system of the tutor,the value deviation of the tutor,and the contradiction between students and students.Therefore,it proposes optimization suggestions from three aspects: the design concept of the operation mechanism of the doctoral tutor group,the system construction of the perfect operation of the doctoral tutor system,and the guarantee system of the operation mechanism of the doctoral tutor.
