For petrochemical plant it is necessary to shut down regularly for turnaround afterseveral years running. Generally the turnaround is aim to repair the failed equipment, to finishthe statutory inspection, to execute the debottleneck project or regenerate the aged catalyst. Inthis process there are many labor, material and facility to be mobilized and used. As theprocess and plants are complicated and many coordination is required it is hard job toaccomplish the project perfectly. With the tougher competition of market and higherrequirement of the custom the traditional turnaround managing mode is gradually losing itsadvantage nowadays.With the traditional project managing mode project often can’t be finished well as theprevious planning. The schedule often be delayed, the budget often be overspent, some keyresources can’t be supplied timely or these resources’ distribution is impacted betweendifferent parties. All of these issues was caused mainly by the limitation of the old projectmanagement methods such as the improper setting of safe time, negative effect of personbehavior, lack of holistic notion, etc.The Critical Chain Method (CCM) based on the theory of constrain is the developmentand innovation to the traditional Network Planning Technology. As the consideration ofresources limitation the CCM reveals significant practicability. The paper applied the CCM tothe progress management of the petrochemical plant turnaround project. Both single task andmultiplied task cased were studied. In contrast improvement was made in the project planningand progress control. The petrochemical plant turnaround project is characteristic of the tightschedule, huge workloads and concentrated resourced demands. The CCM can exactlyrationalize optimize the resource relocation to plan the project effectively and efficiently. Andits special buffer zone can monitor, control and correct the execution, to enhance theflexibility and enlarge the operation window by dealing with the change and emergency. Theproper application of CCM in petrochemical plant turnaround project can promote theprogress management level conditionally.
