With the rapid social economic development and the continuous rising of electricity load, the pace of the construction of power grid is gradually accelerating. Large number of new grid substation put into operation making the power grid expanding continuously and the workload of running the operation increasing rapidly, so the existing human resources and operational management has been unable to meet the power needs of the rapid development, operation and management of substation needs to change immediately. The development of computer, network and communications technology, with the improvement of network equipment, especially the progressive of automation system provides strong technical support to the change of substation operation and management. Facing the new situation, State Grid Corporation proposed a "three intensification and five big" goal, covering the intensive and flat management of substation operation. The purpose of this research is to combine the status of personnel and equipment of grass-roots unit, study how to implement the requirements of the State Grid Corporation, and promote grid’s safe and stable change of operation and management.This research discusses the centralized control system, operation management mode and its development trends, put forward a set of control transformer integrated management control model, the study identifies the mode’s control center, scheduling and operation and maintenance operations between teams and scope of business and management interface; building the network architecture and system architecture of a centralized control center automation system and describes the key technology of construction; combined the change of Qinhuangdao grid substation’s operation management, the research studied the setting principles and the basic responsibilities of set of operations control center and operation and maintenance team., formulate the work standards and work flow of the mode.The results of this research will help the intensive production of power, enhance the operating personnel’s monitoring and risk control ability with transmission and distribution equipment, provide a valuable reference to the operation and management change of the power company.
