Because of energy crisis and climate changing, renewable energy is rapidly applied and developed around the world. Due to wind power have the most mature technology and the best prospects for development, wind power will be China’s most important new energy power generation. With rapid improvement of installed capacity of wind power, wind farms connected to the grid have become a biggest trouble for the development of wind power. In order to resolve this problem, wind power output must be considered reasonably in power system scheduling, and the admissible capacity of grid for the large scale wind power must be improved.Because the output of wind is random and intermittent, new difficulties are brought to power system scheduling. In order to avoid these difficulties, a more accurate predicting technologies and a more reasonable scheduling methods considering wind output are needed urgently. Because the wind power time series is nonlinear and non-stationary, EEMD is combined into the prediction of wind power output, based on which, the method of EEMD-ARMA is proposed. The phenomenon of mode mixing which could be happened in EMD-ARMA is solved in this model. On this basis, the impact on the system spinning reserve which brought about by the wind power fluctuations is considered in this paper, and the power system scheduling model with wind power is established, and a kind of modified style decision-making algorithm is used to transform and solve this model. Meanwhile, based on the premise of the low-carbon economy, the carbon emissions target is introduced in the model, and the impact of the introduction of carbon capture plant is considered, the power system economic scheduling model with the consideration of carbon emissions is established. The programming of prediction and optimization is development by MATLAB2009b, and IEEE standard example is adopted to test the validity of the model and the effectiveness of the algorithm.
