Reserve services are an important part of ancillary services in the electricity market. In market conditions, it is worthy of being explored that reserve capacity should be gained reasonably and reserve market should be managed by market economy means in market-based condition. So it not only satisfies system reliability but also realizes the optimal economy.With the innovation of electric power industry from vertical integrated monopoly to competed market, the system can no longer force generators to provide reserve services, and must stimulate generators to participate in reserve market by market economy means to increase system reliability. Therefore, it is to be theoretical and practical significant of study the dispatch of spinning reserve considering both reliability and economy.In this paper on the basis of the conclusion of reserve market at home and abroad, a new method for procuring spinning reserve is proposed in the paper, combining the capacity price and energy price into an integrated index via the reliability index-LOLP. And by examining the reserve cost and benefit from the viewpoint of the supplier, an effective analysis between the proposed scoring-rule which procures the offers in the rank order of the integrated price and the quondam scoring-rule which procures the offers in the rank order of the capacity price indicates that the proposed method can prohibit the strategic bid of the bidders.IEEE-39 system is introduced, a detailed analysis and cost curves between the proposed scoring-rule which procures the offers in the rank order of the integrated price and the quondam scoring-rule which procures the offers in the rank order of the capacity price on procuring results are proceeding in the reserve market of a day and an hour. Simulation results show that the proposed method is more superior on cost and reliability.
