The technical and economic analysis is the most important content of the project’s preliminary work, and it provides scientific basis to determine whether the project is feasible or choice the best implementation plan of project, and provide scientific reference to project construction. The technical and economic analysis helps strengthen the project decision-making more scientific, and can avoid haphazard investment of project and improve the investment income of project.Since the1990s, substation automation has been one of the hot spots in China’s power industry. With the widespread popularity of digital computer protection, remote monitoring communications technologies, electric power substation automation system has undergone fundamental changes. Therefore, the substation automation has become an inevitable trend of the future development of power systems. The main purpose of this article is that making use of project management theory, using qualitative analysis and quantitative analysis method to study the feasibility issues of construction project of the construction of110kv automation transformer substations in Pailou area of Chengde.In this paper, on the analysis of the domestic and foreign research literature review,on the basis of investigation of the construction of110kv automation transformer substations in Pailou area of Chengde, based on the project evaluation features, built a more comprehensive multi-level index system; by comparing the comprehensive evaluation of a variety of methods to choose the fuzzy comprehensive evaluation and analytic hierarchy process method for the comprehensive evaluation of automation transformer substations projects. The research results show that the project is feasible. This article provides scientific basis for the construction of11Okv automation transformer substations in Pailou area of Chengde showing that the project is feasible in technology and economy. Thus, it provides a scientific reference to improving Pailou area grid power supply, quality and reliability, driving the local economic development.
