Smart substation is an important part of the smart grid,it is also the important support for China's strong smart grid strategy and global energy internet strategy.At present,the researchers in our country mostly focus on the technology and economy,analyzing the factors which may affect the development of smart substation,and regarding smart substation as an individual which has a degree of maturity,and carrying out a maturity evaluation of smart substation not only can provide reference for the decision-maker of smart substation,but also promote the development of smart substation's construction actively,and improve our country's international status and discourse right in the field of smart substation.There are two main works in this paper: firstly,putting forward the concept of smart substation maturity and classified;secondly,establishing the maturity evaluation index system of smart substation and carrying out an actual verification.This paper from five aspects: management and supervision,equipment and technology,society and environment,operation and maintenance,personnel and asset management,to analyzes the key factors affecting the comprehensive of smart substation,and then establishes the maturity evaluation index system of smart substation including 24 indexes totally.Combining the advantages and limitations of different evaluation methods and the smart substation's own characteristics,this paper determines the grey comprehensive evaluation method based on analytic hierarchy process and the fuzzy comprehensive evaluation method based on analytic hierarchy process.After these basic work is completed,firstly applies analytic hierarchy process method to give indexes weights,secondly evaluates a smart substation using the grey comprehensive evaluation method based on analytic hierarchy process and the fuzzy comprehensive evaluation method based on analytic hierarchy process respectively.Then taking a visual evaluation according to the data which is obtained from the questionnaire,this paper adjudges the smart substation's maturity level,and thefeasibility of this evaluation system is verified combined the feedback,finally is the conclusion and outlook.
