Since the founding, with the reform of the rural system, government’s single management mode of small reservoirs is broken. The interaction between the local governments, private capital, rural autonomous organizations, villagers and other kinds of management subject formed multiple governance mode of small reservoirs. Because the traditional supply mechanism has disintegrated, the new complementary mechanism is still in the establishment, small reservoirs of multiple governance subject there exists different degree of vacancies.
