At present,China’s economic grow this being driven by exports to domestic demand,and the direction of urban development has shifted from an outward expansion to a continuation of promotion.Older communities have problems such as incomplete infrastructure,dirty environment,and damaged buildings.The renewal of the old districts is of great significance for the promotion of the city’s image,improvement of the people’s livelihood,improvement of urban governance and the promotion of national economic growth.In the past,the old way of renovating old residential areas in our country was government-led demolition and resettlement,or even if it was a small-scale incremental upgrade,the focus of transformation was on the field of material renewals.This kind of "single-centered" governance in the old districts renewal,either ignored the psychological costs and economic losses of the demolished people and causes social conflicts or transformed into a dilemma due to lack of management mechanism.Old communities’ renewal need the vision of multi-center governance.Using the theory of multi-center governance to study the renewal of the old district in Xiamen under the idea of "co-operation" how to solve the problem of financing difficulty,difficulty in organizing consultations,and management difficulties.And using the reconstruction of Haiyang community as an example,westudied how the multi-center governance applied to the implementation of the organization,implementation of funds,negotiation of issues,and establishment of a long-term mechanism in old communities.Research conclusion:First,compared to the update model of the multi-centralized old residential communities and the single-centered government-led and market-based residents,the transformation is easier to implement,the amount of transformation is larger,and the result of the transformation is more sustainable.Second,the multi governance model can partly solve the problem of neglecting the residents’ demand and information failure under the government’s arranged mode,as well as the lack of organizational ability under the self financing mode of the residents,and the difficult to reach the agreement of collective action.Third,the agreement on the internal affairs of the community depends on the leading role of the leaders of the self-governing organizations,and also on the number,the amount and the sharing of interests involved in the partial transformation of the property rights.The greater the number,the larger the amount and the more uneven the benefit sharing,the more difficult it is to reach agreement.Fourth,the transformation of old districts in Xiamen has realized the "multi-center" transformation of community governance from local government "single center" governance to owners’committees,property companies,and community residents’ committees.Local governments have played a leading role in this process.Fifth,improving the housing maintenance fund system is indispensable for building a long-term mechanism for renovating old communities.
