With the rapid development of China’s economy, the air traffic inreases quickly. At some developed regions in our country,the existing airport can not satisfy the rapid growth of air traffic, so it is needs to expand the airport or build new airports. But building airport on land will bing many problems such as urban land tension, environment pollution. To solve these problems, more and more regional try to build offshore airport. Dalian offshore airport is planede to be constructed in this context with careful consideration.Dalian sea airport foundation is deep soft clay.Because the offshore construction condition is limited, a few foundation treatment methods are available,and the effect foundation treat-ment of is poor.So after the completion of the airport constrcution,the soft clay foundation will take place a larg post-construction settlement and uneven settlement. How to correctly calcu-late the settlement, is important to the successful built and good running of the offshore airport, at the same time also has reference significance to other soft foundation engineering.In this paper,a constitutive model(MSS model) is introducted.This model can describes the effects of strcuture degration and development,for example:evolution of stress and struc-ture induced anisotropy and de-structing can make stiffness and strength reduce appreciably,In this paper, the program used for calculating settlement is SWANDYNE-II program, it is a finite element program that specially developed for geotechnical engineering. SWANDYNE-II can do fully coupled analysis. Because the program code is open,it is easy to use and modify. The constitutive model used is MSS constitutive model, the main characteris-tics of the model is that it is able to consider the structure of the natural soil, and studies have shown that it can reflect the influence of structure of soil good.
