As global energy use continues to increase, greenhouse gas emission problem is highly regarded by governments increasingly. Because fishery is an energy intensive industry, it becomes an important part of energy consumption and greenhouse gas emissions. China has the largest number of fishing vessels in the world, however, the fishing equipments, fishing and processing methods are backward. Apparently these problems result in fishing emission pollution. So promote fishery energy conservation and ensure the sustainable development of the fishing industry will be a long-term and urgent task. From the view of ship design, in order to achieve energy saving effect, the fuel consumption of vessels in operating process should be reduced and the operational efficiency of the ship should be improved. Therefore, to design a low-carbon and efficient excellent ship becomes the primary issue.In the process of ship design, the determination of the ship principal dimensions is a vital part of the ship preliminary design, which not only has a direct impact on the economic benefits of the ship, but also plays a key role in the technical performance of the ship. Therefore, reasonable choice of ship form is the basis for the follow-up design of low-carbon ship.In this paper, low carbon factors are considered in the ship form decision making process of fishery vessels and a reasonable low carbon emission ship form is chosen after the decision.Firstly, domestic and foreign fishing vessel data are collected to analyze the features of the principal dimensions using regression analysis. A series of statistical formula of principal dimensions are established according to different types of fishery vessels to offer the basis for follow ship form decision.Secondly, during the study of low emission ship form, EEDI and its reference line formula for fishing vessels are proposed, drawing on the transport ship EEDI calculation method. And the fishing vessel EEDI is regarded as an energy efficiency indicator in evaluation indicator system.Thirdly, evaluation indicators are discussed in accordance with technical, economic and energy efficiency requirements. And evaluation indicator system of fishing vessels is set up according to the characteristics of the fishing vessels. In addition, AHP method is used to optimize ship form schemes. Meanwhile, the support system for ship form decision is built based on VB.NET to help designers make decisions conveniently. Examples have proved the availability and simplicity of the system.
