On the occasion of the accelerating pace of the global energy saving and emission reduction, as the low-carbon economy has become a global consensus, IMO has proposed the energy efficiency regulations including EEDI. On the 62nd MEPC session, the amendment to the MARPOL 73/78 was adopted, specializing the greenhouse gas emissions of the shipping and shipbuilding industry in the form of legislation.The adoption of EEDI will greatly impact the shipping and shipbuilding industry. It will change the basic design concept for shipbuilding. We will have to change our design concept and methods to meet the EEDI requirements, as the enforcement of EEDI will have no reverse. Our government, shipyards, the classifications, ship owners and ship designers should work together for the shipping and shipbuilding improvement facing the challenge.This paper has studied the impact of EEDI on the basic ship design, based on the EEDI formula and the conditions of shipping and shipbuilding industry in our country.Firstly, It has studied the EEDI formula, including why it was proposed, how it developed, and when it comes into enforcement. At the meantime, the suitable ship types, the reference lines and the reduction rates have also been studied.Secondly, based on the ship data of nine types totally 1680 ships in our country, the energy efficiency level of the main ships has been analyzed, the EEDI reference line for each type has been established, being compared to the IMO reference lines. Based on the sensitivity analysis of the EEDI formula, this paper has given nine different measures to reduce the EEDI value and improve the energy efficiency.Thirdly, in order to make the EEDI calculation quickly and simply for the designers, the EEDI calculator software has been developed. By using the software, designers can easily calculate the EEDI value for each ship. As for different ships, the software can quickly regress the reference line, according to the ship type, the built year and the deadweight.Fourthly, as the EEDI formula is not suitable for fishery vessels and offshore platforms, this paper has creatively proposed the concept of "The fishery vessel EEDI" and "Offshore platform EEDI", and has given the formulas for calculating for them.Fifthly, considering the great impact of EEDI on ship performances, this paper has proposed a new evaluation indices system, based on the national standard for ship performances grading, By using the AHP method, this paper has analyzed the rationality of the new indices system.
