A Study On The Integration Of Land Reclamation Spatial Planning System

With the rapid development of coastal economy and population, the land resource shortage problem has been increasingly prominent. In this case, the land reclamation which can create new land space, is becoming a worldwide trend and strategic choice in coastal countries. However, the negative ecological effects of the land reclamations which can’t be ignored, require the human to take an extremely rigorous attitude to it. Nowadays the land reclamation is developing fast in China, and it is still in the exploratory stage from the "disorder" to "order", especially in the planning guide aspect which a scientific and systematic system has not yet been formed. As a result, there needs to be more theory and method researches in order to improve the planning of the land reclamation.In this case, taking land reclamation spatial planning as a research point, with the purpose of improving the systematicness, integity and scientificity of it, the paper firstly studies the foreign classic cases and theories through the methods of literature research and case analysis, and then sums up the core content of land reclamation spatial planning in macro, meso and micro three different levels, so as to extract the methods of integrating the land reclamation spatial planning system. Finally, towards the status and problems of China’s land reclamation spatial planning, the paper provides some effective recommendations for improvement. The innovation of this paper is that it takes land reclamation spatial planning system as an organic whole which is composed of several content elements in a certain structure form, and attempts to improve the overall function through organizing content elements organically. In this way, the function of planning guide would be more effective and it will have a realistic significance to the land reclamation in China.The paper consists of four major parts. The first part is an introduction of the research background, significance, research object, and the existing related researches on this object. The second part analyses the historical process of land reclamations and three practice cases in the world. The third part is the main part of this paper which is divided into three chapters. First of all, it discusses about the core content of land reclamation spatial planning based on the theory and practice in other countries, and then on this basis, it sums up the main points of integrating land reclamation spatial planning system. The third chapter analyses the history, current situation and existing problems of land reclamation in China, and puts forward reasonable proposals. At last, the paper comes to the final conclusion and outlook.
