To improve the reliability, economy and stability of China’s power coal coastal transportation system, change the current situation of single operation mode, weak risk-resisting ability and high operating costs, should optimize system elements and cohesion from a global perspective, and balance the interests of all parties involved to achieve optimal overall efficiency. Carriers and power plants were coal seller and buyer in transport system, they have cooperation and competition, how can the payer in the circumstance that does not damage the interests of one party, improve the profit of another by changing the existing allocation of resources, namely to seek the Pareto Optimal state, is the question that must be addressed when constructing and operating the system.The system operating process shows that, the selection of direct distribution operations and transshipment operation mode, the chosen of ship type configuration and ship density affects the cost of shipping and inventory. The three sub problems are core problems to be solved in the daily operation, the three interrelated, mutual restrict, and unified optimization problem can reduce system operating costs, and increase the stability and reliability of power coal transportation. Mode selection problem belongs to the Vehicle Routing Problem, determination of ship type configuration and ship density belongs to the assignment problem. The Combination can be classified to multiobjective programming problem. Based on the Pareto Optimization and the characteristics of the problems, build the ship type selection model and mode choice model, and take Tataishan and Huizhou power plant as examples, the rationality and validity of the model was verified. Numerical example results show that when Huizhou power plant coal transfers from Taishan, total system costs less2.31%than a direct mode. While distribution and direct transport parallel, large vessels and small barges rational allocation, full scale ship efficiency and the mobility and flexibility of the boat, the system reliability has improved significantly. The Article gives response measures for the rapid increase in power generation capacity and seasonal fluctuations in coal demand and the power of coastal coal transportation system make reasonable suggestions for further transformation.
