Currently, Container terminals mainly use the concentrated strategy of export containers congregation, During a concentrated period of time period before the ship’s arrival, export containers can be translated into the terminals and unload concentratedly. Before the arrival of the ship, regular export containers in accordance with Cargo Stowage Plan (CSP) in order to reduce re-handle operation in container yard, this is called pre re-handling. Although this strategy easy terminal yard operations, but it increases the operational costs because of large number of pre re-handling; liner company have to stop cargo collection in order to congregation; the owner of the container to be delivered in advance heap exist near the station waiting set in Hong Kong, an increase of shippers operating costs. Concentrated into the territory strategy, ports, shipping companies, the interests of both the owner can not get a good guarantee is not conducive to the improvement of the competitiveness of the port.Recent years with the increase in the number of container terminal construction, competition between ports increase, in order to provide flexible services to attract shipping companies and shippers, some of the Terminals began to take "random into the territory" strategy for export containers, under this strategy export containers can be set at any time before the ship leaves port, which can increase the canvassing shipping time and facilitate the shippers reduce operating costs. As future trends, this strategy although convenient shipping and shippers, however, but because of difficult identification of voyage export containers, ship stowage plans and yard stacking scheme can not be developed. In this paper, the operating characteristics of the random strategy of congregation proposed export container yard and vessel stowage coordination optimization, optimization model to establish a coordinated and designed heuristic optimization algorithm.
