With the development of the economy, the modernized container transportation has been throughout the world. Many countries regard the level of container transport as an important indicator of the modernization of transport development process. As a very important part of the container transport, container yard plays an increasingly important role in the development of the maritime industry. However, there are lots of overturned boxes operating in the export container yard, which not only increases the operation load, but also has a significant impact on the operating efficiency of the container yard. In order to enhance the competitive advantage of the yard, every port is focusing on how to reduce the number of container rehandles on the yard.This paper analyzes the main reasons and a simple control method of yard container down rate based on the actual operating condition of the ports. According to the given container stowage plan and the yard deposit characteristics, this paper establishes mathematical models aiming at minimizing the number of container rehandles based on the shortest stack down principle, the nearest stack down principle and the optimiation principle separately, then obtains a effective loading sequence result. What’s more, this paper designs a heuristic algorithm to optimize the containers’sequence, and finally uses the case to verify the feasibility and effectiveness of the algorithm.The results of this study show that:based on the known stowage plan, heuristic algorithm is effective for obtaining the optimal loading sequence and minimizing the relocation which follows the shortest stack down principle the nearest stack down principle and the optimization principle. The achievement of this paper provides the ports a decision making options aiming at reducing the terminal cost of production and achieving the fast and efficient shipping plan.
