| China’s unique topographical conditions and monsoon climate characteristics make China’s annual precipitation show the characteristics of "more summer and less winter,more east and less west" in terms of time and space.The climatic characteristics of the same period of rain and heat have provided convenience for China’s agricultural production,but also brought frequent flood disasters.For thousands of years,the Chinese people have waged a long-term struggle against floods.Thousands of hectares of fertile land have been submerged and millions of people have been displaced.At present,China has preliminarily established a flood control engineering system,with various polder projects of about 277,000 km.However,the construction of polders in China has a long history,and many polders are in a state of diseased operation.If they fail,it will threaten the safety of life and property of the people downstream of the polder.Therefore,the flood control safety evaluation of the polder project is imminent.Aiming at the problems of one-sided selection of flood control safety indicators for polder project,strong subjectivity of evaluation methods,and difficulty in explaining the interaction between qualitative and quantitative factors,this paper proposes a polder project based on entropy weight matter-element model.Flood control safety evaluation method,in order to provide theoretical basis and decision support for flood control safety evaluation of polder projects.The main research contents of this paper are as follows:(1)Aiming at the one-sided selection of flood control safety indicators for the polder project,by investigating the construction of 197 polder projects in Jiujiang City,Jiangxi Province and the dangers over the years,the types and causes of danger were analyzed,and the positive and negative influencing factors were fully considered.23 evaluation indicators including polder elevation were selected from four aspects,natural environment factor,social economic factor and human intervention factor,and a multi-index system for flood control safety evaluation of polder project based on AHP was constructed,which effectively improved the polder project.Flood control safety evaluation index system.(2)In order to reduce the influence of human factors on the weighting of indicators and solve the complex incompatibility of the interaction between qualitative and quantitative influencing factors,the entropy weight method was introduced to weight the indicators,and a flood control for polder projects based on matter-element theory was established.The safety evaluation model improves the accuracy and credibility of the evaluation,and provides a new idea for the flood control safety evaluation of the polder project.(3)The flood control safety evaluation method of polder project based on entropy weight and matter-element method is proposed,and the application research of the flood control safety evaluation model of polder project is carried out with Jiuhe joint polder as the research object.In an example,the present value of the index is determined according to the research data of the Jiuhe joint polder,the entropy weight matter-element model of the polder project is used to evaluate it,the comprehensive level of flood control safety is determined,and the reason is analyzed and the engineering and non-engineering properties are proposed.The suggestion provides a theoretical basis for the flood-fighting security of the management unit of the Jiuhe joint plaza. |
