With the economy developing, the number of motor vehicles is growing and the problems of traffic congestion, energy issues, and environmental issues become increasingly prominent. Bicycle as a green transport has been paid attention again. Public bicycle is an innovative bicycle traffic patterns, which has the characteristics of public, high utilization, ease of management, low cost of short-distance travel, low investment costs. Governments regard public bicycle as the city’s public transport system and vigorously promote it. Effective functioning of public bicycle system benefits not only related to the operation mode, the layout of the leased point and the lease for vehicle configuration, but more closely related to vehicle allocation. As pubic bicycle vehicle allocating between rental points directly affect the operational effect of the public bicycle system, researching on pubic bicycle vehicle allocation problem has highly research value and practical significance in the actual operation of the public bicycle.Firstly, this paper summarizes the applications and theoretical study of current situation of the domestic and international public bicycle, analysis the functional orientation of public bicycle system in urban transport, and analysis the aspects of information management systems and rental points layout which are influences and restricts of public bicycle vehicle allocation, and analysis the reason and characteristic of vehicle allocation problem.Secondly, based on the actual data of Hangzhou and Chengdu public bicycle system, study the time and space characteristics of public bicycle system leasing demand, analysis different rental points leasing demand characteristics in a day or a week or a year. And study the certainty and uncertainty factors which influence public bicycle system rental demand, then based on the characteristics of the rigid travel demand in the peak period, build a Logit model to predict public bicycle demand between the traffic zones to provide decision support for pubic bicycle vehicle allocation problem.Finally, focus on analysing the main content of the pubic bicycle vehicle allocation, the cost of bicycle vehicle allocation, the objective of bicycle vehicle allocation and the influencing factors of bicycle vehicle allocation path selection, propose a method to determine how many bicycle should be vehicle allocated. In order to solve the problem of public bicycle vehicle allocation best path, based on the objective of minimize costs and maximize satisfaction, create two model that are public bicycle vehicle allocation path optimization model without time windows and public bicycle vehicle allocation path optimization model based on rolling horizon, use ant colony optimization to solve model. And a numerical example was been created to illustrate how many bicycle should be allocated and which is the best path of public bicycle vehicle allocation.
