Transportation is one of the most basic functions of urban areas, affecting the characteristics of the city’s constitution, economic, social and environmental aspects. But with the development of urbanization, urban road congestion slowly come out, people recognized that the development of public transport in cities play an important role in ease traffic congestion and reduce pollution. At this time, urban rail transit in its characteristic as a means to solve urban traffic problems and widely implemented. However, urban rail transit form a complete operators network require a long process of development, and operation of urban rail transit in fixed lines, dock, station spacing is large, it is difficult to achieve door to door service. The public bicycle transportation as a free and flexible, energy-saving tool for short-distance travel, not only to ease urban traffic congestion, but also to compensate for the lack of urban rail transit. Transfer between the two can solve the problem of urban rail transit passenger distribution, and expand the attractiveness of urban rail transit, to attract more travelers choose B & R mode. Therefore, this area of urban rail transit station public bicycle rental point scale study has important practical significance.Firstly, This article in-depth analysis the characteristics of the public bicycle and urban rail transit, on this basis this paper put forward to both the necessity of transfer. Secondly, according to the ratio of the time-consuming of the public bicycles and its major competitors in short distance buses, draw the rail station area average public bicycle access range.On the basis of a reasonable choice of characteristic variables, use the utility maximization theory building public bike ride choice Binary Logit model to predict the public bicycle urban rail transit site transfer demand. Through design the behavior questionnaire to collected characteristic variables data,use SPSS software,the model is calibrated. Again, according to the queuing situation presence of public bicycle service system, under certain assumptions, queuing model of the public bicycle service system was constructed.Finally, according to the established public bike transfer select Binary Logit model, public bicycle service system queuing model and rail transport station regional public bicycle average transfer range, According to analysis the example of Hangzhou Fengqi Road Station, determine the scale of public bicycle rental points for that station.
