Over the years, China’s land consolidation remarkable achievement, but therehave also been some problems cannot be ignored. Currently, the problems existing inthe process of land consolidation, and the main method of researching the suitabilityof the land consolidation is to evaluate the suitability of land use, based on the abovereasons, this article is from the point of view of rural human settlement, and relyingon a land consolidation project in Jinya Village, Wenle Village, Batai Village andYinhe Village which is in Guifu town, Qu County, Dazhou City, Sichuan Province toresearch the suitability of the land consolidation.This paper starts from the social, economic, environmental and landscape factorsthat affect the rural human settlement, and subdivide them into eleven elements, theeleven elements are government policies, social basic situation, the basic situation ofarable land, infrastructure conditions, investment returns, agricultural development,water resources, land remediation conditions, ecological environment quality,small-scale landscape pattern, regional landscape pattern. fifty indicators of ruralhuman settlement suitability are initially identified by analyzing these factors andelements, this paper introduces the rough set theory, it uses gray relational clusteringmethod based on rough set attribute reduction principle to select thirty indicators, andthen the suitability of the human settlement evaluation indicators system is established,at the same time the human settlement evaluation standard values of suitability aredetermined. This paper uses sub-assignment to standardize indicators, a combinationapproach of the analytic hierarchy process and similar weighting method is used to add weights to the indicators, the four scenarios is set which are the original scenario,the current scenario, the future scenario for natural state, the future scenario forinterference state, the human settlement suitability of study area in each scenario isquantificationally analysed and evaluated, thtough comparing the evaluation resultswith the evaluation standard values of suitability to get the human settlementsuitability level in each scenario, according to the human settlement suitability level todetermine the suitability of the land consolidation.the factors combined score and the scenarios combined score are ontainedthrough case study, the future scenario for natural state compares with the currentscenario, suitability scores have increased a little in terms of the society, economy,environment, value added are:0.55,0.67,1.19, and the landscape suitability does notchange; the future scenario for interference state compares with the current scenario,suitability scores have increased a lot in terms of the society, economy, environment,landscape, value added are:3.84,7.53,6.07,8.10, among them, comparing with thecurrent scenario, the suitability growth level of the future scenario for interferencestate in terms of the society, economy and environment are6times,10times and31times higher than the future scenario’s for natural state. The composite score ofsuitability of human settlements has average annual increased of0.74when thecurrent scenario compares with the original scenario, and it has increased of25.53when the future scenario for interference state compares with the current scenario, it’sgrowth level is34times higher than average growth level over the past, landconsolidation reflect the significant role in promoting in improving the rural humansettlement. From the perspective of the rural human settlement the land consolidationproject has a good suitability which is in Jinya Village, Wenle Village, Batai Villageand Yinhe Village, Guifu town, Qu County.
