Study On Land Consolidation Design Based On The Perspective Of Rural Landscape Planning

With the rapid economic and social development,speeding up of industrialization,urbanization and agricultural modernization, the contradiction between land supplyand demand is very conspicuous. The pressure of farmland protection and landconservation is gradually intensified.Eighteenth National People’s Congress points that construction of ecologicalcivilization is related to the welfare of the people and in respect of the long-term planfor the future of the nation. Land consolidation is to increase the effective cultivatedland and improve agricultural production conditions and ecological environment. Itcan also improve the overall agricultural production capacity and promote agriculturalproduction, farmer’s income and rural development. But in practice, it is moreemphasized on the idea of hard infrastructure construction, which leads to inadequacyin the construction of landscape ecology in many projects such as the gradual loss oflocal cultural landscape features and the bland of local flavor. To solve this issue, onthe basis of previous study, this paper integrates the rural landscape planning theoryinto the land consolidation, in a new light and provides the basis for protectingregional culture and the native outlook of production, living and ecology scientificallyand rationally.This paper, based on the review of the related references at home and abroad onthe rural landscape planning and land consolidation，takes the theory and the methodas the starting point and carries out the land consolidation. And the main steps are asfollows:first, the context and requirements of the consolidation are proposed; andsecond, it divides the studying area according to the function by constructing theregional index system of landscape function; then, it designs a specific engineer inaccordance with the designing idea of rural landscape planning and land consolidation.At last, it, taking the land projects of Quyang County Chande Town as a case study,introduced the specific process of land consolidation design and compared with thetraditional design and figured out the significance of the implementation of landconsolidation from the perspective of the landscape. The main conclusions are asfollows:(1)On the basis of previous studies, this paper tries to put Rural Landscape Planning Theory into land consolidation design, committed to enhance the ecologicalvalue and aesthetic value; Modern land consolidation work required to maintain andimprove the aesthetic and cultural values of the rural landscape and to enhance thecomprehensive agricultural development in the real project.(2)From four aspects as the indexes of the land nature property, land use presentsituation, land use benefit and ecological environment, this paper selects landscapedivision index and builds up the related index system. And then it determines thelandscape function zone as residential living area, economic forest production areas,agricultural areas (characteristics of special agricultural production area, the field ofgrain production area) and ecological environment protection zone combining theactual situation of land consolidation.(3)According to the relevant principles of rural landscape planning and landconsolidation, this study proposed landscape design idea, taking Quyang CountyChande Town as an example, to carry out empirical research and design theengineering project, including land formation engineer, water engineer, road engineer,ecological protection projects and the village houses engineer. According to thecharacteristics of different projects, from the composition of the structure to thechoice of materials and from a single element to the overall coordination, the projectshould not only meet the increasing agricultural production conditions and ecologicalenvironment improvement, but also highlight the village unique historical and culturalvalue and rich local atmosphere.(4)The empirical study shows that the effect of the landscape land consolidationis better than the effect of traditional land consolidation in the ecological service valueand the rural landscape beauty. In the side of ecological service, the value ofecological service in traditional consolidation is32.4951million Yuan, but the value ofecological service in landscape land consolidation is36.1699millionYuan, and itshows that landscape consolidation is clearly better than traditional consolidation. Inthe rural landscape beauty effect evaluation system, rural landscape consolidationvalue (0.69) is higher than that of the traditional consolidation (0.67), reflecting theaesthetic value of the landscape land consolidation is better than that of the traditionalone.
