Fishery administration ship is the professional vessel that carries out fishery supervision and law enforcement at sea. With the intense competition of ocean development between countries in recent years, fishery administration ship is playing a more and more important role. Due to the reason above, our country has been paying much attention to the development of fishery administration ship. So it is very necessary to carry on studies on the optimization design of fishery administration ship.Due to its task, speed is the most important performance of fishery administration ship. There are usually two aspects included in vessel speed, resistance and propulsion. Speed optimization design of fishery administration ship is conducted based on these two aspects in this article, and it can be supplied as references in actual works.Resistance can be reduced by optimization design of hull form line and speed can be improved. Judging from its speed characters, fishery administration ship generally belongs to high-speed craft. Wave making resistance takes a quite large part in the high-speed ship. So it is appropriate to deal with lines optimization by the methods based on potential flow wave theory. In this paper, bow lines optimization is conducted based on Michell integral method and Rankine source method without any changes in principal dimensions. The objective function is the total resistance. Wave making resistance is separately calculated by Michell integral method and Rankine source method and nonlinear programming (NLP) method is used to deal with the problem. The improved hull form whose total resistance reduces in theory is attained finally.When it comes to propulsion, a better propulsion scheme is chosen with the same main engine and gear box type by propeller plan design. The same main engine means the same design effective power. The change speed gear box is selected, while the reduction ratio can be different. The rotate speed of propeller can be changed. MAU series and B series are the most common propellers and selected in this paper. The limit diameter also can be increased. The propulsion that propleller with high propulsive efficiency is within the scope of plans is determined as the improved one in the end.Finally, combined with two aspects work, improved hull form lines and propulsion scheme are determined. The new speed under the scheme can be estimated by propeller plan design. The result shows that the works above improve the speed of administration ship in theory.
