| Affected by the financial crisis, the market demand for port has slowed down, and the ports are facing the challenges of shipping of large-scale and monopolization, the disorder competition caused by shipping industry downturn, the rigid growth of ports operating costs, and the sophisticated and information-based port management. To solve these problems, experts have proposed the term of wisdom port, which means the modern ports tend the informationization, automatization and scientization. Wise port involves the Internet of things, service innovation, technological innovation and many other aspects, in which RFID technology receives much more attention.Currently, the informational development of Chinese ports has many problems in intelligent scheduling and management, vehicle access links, container identification links, link terminal yard, personnel management, and logistics information technology. These issues are mainly as follows:manual collection of port cargo information; cumbersome procedures, intense work and low efficiency in vehicles weighing; too much time-consuming and errors caused by traditional inbound vehicle inspection procedures, which could easily lead to the backlog of vehicles and road congestion; manual or semi-manual mode for the container information collection, and flawed bar codes system and digital camera technology, which can not achieve real-time tracking of the container; error loading, unloading and wrong distribution in container yard work; omissions in inbound and outbound personnel using manual inspection. The application of lags in logistics information technology severely restricted the development of the port.For the above areas as well as specific problems, with the purpose of achieving the intelligence, information technology, digitization of ports, reducing staff strength and improve port efficiency, this paper designs a RFID-based vehicle management system, container management systems and personnel management system, through the application of RFID technology with the combination of GIS technology and GPS technology. And by using the Balanced Scorecard method, a scientific and reasonable evaluation index system has been established from the financial, customer, business processes, innovation and learning4angles to carry out evaluation. Finally, this paper assesses the effects of three management system applications using nonlinear fuzzy comprehensive evaluation method.The purpose of above design and evaluation is to combine the port development with RFID technology to achieve harbor intelligent. Only by relying on advanced RFID technology could the ports achieve the intelligence and efficiency of the vehicle management system, container management systems, and personnel management system, thereby enhancing the international competitiveness of the ports. |
