With the acceleration of urbanization, urban residents eager to get close to nature, more and more urgent desire to return to nature, and with some existing problems of state-owned forest farm itself, many state-owned forest farms near city and scenic spots have gradually planned to be built as city parks. Taohualing scenic area in Changsha was formerly state-owned forest, now we are planning to turn it into a city park. After decades of development, scenic forest has been unable to meet the people’s growing demand on the forest landscape, ecological environment and other aspects, transformation of forest for Taohualing became an important way for sustainable development.The reform of Taohualing scenic forest is aimed to transform the original state-owned forest land into scenic forest woodlands, improving visual effects, making it better for the city residents. The essential of transformation of forest is function. The function of the pre-existence state-owned forest is to cultivate high-yield timber production. Fir and Masson were the mainly economic tree species. But coniferous forest’s form is dull, with simple structure the ecological function is weak and ornamental value is lower. And now for transforming it into a city parks which local residents in Changsha City Country can tour, eco-tourism, hiking, and do some leisure activities as the main content, we need to have ornamental forest functions, entertainment features and convalescent care functions.Based on the Taohualing investigation of the present plant situation of the area, we analysis and sums up the problems existing in the forest. Meanwhile, the theoretical basis for the transformation of forest were discussed, forest ecological priority reform should follow the principle of gradual and landscape ecological principles and the principle of equal benefit. Choice of species should be based mainly on native species, exotic species are supplemented. To achieve the optimal forest form, there are several principles to follow:choose matching species with the site according to local conditions; natural density, security protection, community stability and the formation of four seasons with King. The final landscape planning programs of Taohualing plants scenic has been given, we planned it in two parts:tourist areas and mountain area. The tourist areas activity can be divided into the entrance area and garden road; mountain area can be divided into the reservoir flood Hongsi Temple, service buildings and the surrounding mountains, Laba Temple surrounding mountains, the pro urban road in the mountain and the rest mountain. Entrance area has been planned of peach theme, along with other spring flowering plants, creating springtime flowers landscape, and road on both sides use some garden trees, shrubs and grasses used with a variety of combinations to create a richly varied landscape view. The reservoir flood Hongsi Temple, service buildings and the surrounding mountain area are mainly designed based on mountain reservoirs, to watch its undulating canopy lines and colorful autumn leaves and reflection in water. Laba temple is located in a low-lying area, and the transformation of its surrounding forest species is mainly through increasing plant or replant water wet, to form four seasons with King, seasonal varied. Along urban roads surrounding mountains is planned to observe its overall canopy lines and rich colors dominated, in order to show the colorful group of beauty. The remaining mountain forest’s design belongs to the perspective vision of transformation, in reserve, on the basis of existing plants, to increase the evergreen tree species is given priority to, deciduous tree species is complementary.
