China has a long history in agriculture with agro-climatic resources-rich. However, at the same time she is also a country with frequent agricultural meteorological disasters. It can be said that meteorological disasters are serious threat to agriculture. Since the founding of new China, the majorities of agro-meteorological scientists in this regard get a lot of results, and published issued in this study one after another. But with the emerging disaster weather, extreme weather disasters seriously affect the development of agriculture. Shanxi Lvliang climate is undergoing significant change in recent years. The phenomenons (e.g. reduced precipitation, severe drought and rising temperatures) have brought great impact on the local agro-environmental and economic. Therefore, it has great significance to improve local agricultural production with understanding of the the Luliang regional climate change features and its variationIn this study, the characteristics of climate change and its impact on agricultural production in Shanxi Luliang area in past50years are analysied based on disaster science and economics theory of agricultural disasters. The methods used here include the rate of climate trend analysis, linear trend estimated, anomaly percentage method. The50years of conventional observational datas during the period of1960-2009are used in the way of the average temperature, maximum and minimum temperatures, precipitation, and duration of sunshine and wind speed trends. Results showed that temperature has a clear upward trendency, especially in the lkastest10-year. Average temperature is warming significantly, especially in winter. Precipitation the general trend of decrease in the1990s, less trend was more obvious. Due to climate change is a direct result of the the Luliang drought serious trend, especially in1997-2002for six consecutive years of drought rarely seen in history, more rarely seen in the past50years the autumn drought in2009. In addition, brought hail, strong winds and other inclement weather phenomena are occurred.Climate change in Lvliang area on agricultural production had a postive impact, the temperature rise, play a useful role in agricultural production in the one hand, but the temperature increased crop development faster, shorten the growth period, resulting in lower yields, may make climate potential productivity decline. Meanwhile, the risk of global warming, especially during winter warming with high amplitude d significantly results in crop failures with plant diseases and insect pests increase.Climate changed in the the Luliang a number of meteorological stations, many years of measured data, in the region for many years to do a more comprehensive and systematic analysis on the basis of a substantive discussion on the resulting change impact on agriculture, Through this research can built the disaster of economic theory on the Luliang area and provided scientific basis for quantitative assessment and disaster losses.
