Without water there is no life on earth, without water there is no development in the world. Nowadays, productivity of human is evolving constantly, which cased water is used more and more. And the water shortage problem has become more and more significant. Since reform and opening up, Chinese society adhere to the economic development as the center, all walks of life to flourish. People’s living standard and level of consumption continue to rise, which have brought great momentum for industrial production and agricultural production. The production requires a variety of resources, and water resources bear the brunt. China, as one of the world’s13water-poor countries, adheres to building a conservation-minded society. To save water resource is particularly important.Lots of water is used in China every year, and agricultural irrigation water is one of the largest proportion, so to carry out water-saving irrigation research is of great significance. However, the current situation is more than95%of agricultural irrigation in China still use the traditional ground continuous irrigation, which is simple but extensive and low irrigation efficiency. At the same time, advanced technologies such as drip irrigation, sprinkler irrigation, which is expensive, requires high technical, are difficult to promote a wide range. Therefore, to improve the traditional surface irrigation is another viable method to save water and work time. Surge irrigation technology, which based on the traditional surface irrigation, work with water inrush current principle to save water. So far, Chinese and foreign water-saving irrigation experts in the field have research in surge irrigation more than30years, and have made it fruitful.According to the actual situation of China’s southwest mountains and hills, in the drier summer water shortages for agricultural use, which is a serious problem, surge irrigation technology can be used to solve this problem. Surge irrigation techniques can transport the limited water resources efficiently and irrigate for the crops in the filed. The technology is a necessary and important practical way to improve the irrigation support capability of surface irrigation system, solve the serious problems of the southern mountains and hills of seasonal drought. This paper surge irrigation system, which adapts to the southern hills and mountains natural conditions, socio-economic conditions, and its required key equipment-Leveraged intermittent water supply device.Intermittent water supply device in this paper, without any external force, its structure is simple, which designed to work by the mechanical leverage and siphon principle. The size of various components of the device is designed and researched. And experiments have been done in Beibei to prove the stability and rationality of the system. Meanwhile, in order to ensure the stability, according to the mountainous and hilly terrain, select a farmland in Beibei, Chongqing, surge irrigation equipment designed experimental study to verify that the water supply system can meet the technical requirements of surge irrigation, compared to the traditional continuous irrigation, to find out the effect of surge water-saving irrigation techniques in mountainous and hilly regions.The experimental results show that:①measured equipment cycle of water time and time without water and irrigation time average and maximum deviation for the3s,4s and7s, the difference is small, indicating that the design of the device to stabilize the work;②field contrast test, in irrigation certain, surge irrigation teach continuous irrigation water-saving province. As the circulation rate decreases, the effect of irrigation:Experimental data show that the system cycle rate of1/21/3and1/4, respectively, the water-saving efficiency of surge irrigation compared to continuous irrigation were9.44%,17.15%and20.23%, water-saving time were100",86" and20".So in this paper, the design of the lever-lever water supply device is able to meet the requirements of the mountainous and hilly surge irrigation technology and stable performance. On the one hand, the low cost of the equipment itself, easy to operate, the other hand, the surge irrigation techniques save water in the mountainous and hilly province for the promotion and application of surge irrigation techniques and equipment system provides favorable conditions.
