With the rapid social and economic development, urbanization process accelerated increase of construction land, arable land continue to decrease. In order to curb the trend of decrease in cultivated area, effectively protecting cultivated land, must be strictly enforced the policy of the dynamic equilibrium of the total arable land, and timely arable land dynamic monitoring accurately and effectively master the cultivated land use change and predict the development trend of, so as to promote sustainable land use and land healthy economic development. This paper presents the implementation of Land Management Act to improve land management, scientific, standardized level have a significant role in the establishment of arable land dynamic monitoring system, to help land the competent departments to grasp the farmland spatial and temporal dynamic change, efficient use of land resources, to play the most good use of benefits.3S technology, the establishment of the arable land dynamic monitoring system, the arable land management and decision-making, information technology, office automation and information services socialization is essential to achieve the modernization of cropland management means.This thesis is divided into five parts. The first part introduces the research background, the purpose and significance of the study, Home and Abroad, research, research methods and research technology roadmap; second part of the analysis of the system design objectives, the proposed system design ideas, design the overall system structure, including the logical structure of the system design, physical design and software architecture design, then the system discussed in detail; the third part is mainly used in the elaborate system design and development of key technologies, including features+workflow solutions, changes detection model of the expression of different points different district semi-automatic object extraction, GIS, OA, and e-government integration, image compression/decompression technology; fourth part is to use C#and ArcObjects development of arable land dynamic monitoring system, including the functions of the various components of databases and systems and the corresponding sub-modules; the fifth part of the conclusions and the inadequacies of this article, as well as the outlook for this study.
