With the development of market economy and the accession to the WTO, the production of stock raising in China is turning into higher demand of quality, safety and environmental protection from the basis of supply security. Animal disease control and safety management of livestock product is becoming more and more important, the establishment and improvement of animal epidemic prevention management system is very necessary and pressing. This paper adopts the methods of documentary analysis, inductive analysis and qualitative and quantitative analysis method, analyzed the existing problems of animal epidemic prevention system in Guangzhou city, and then tabled a proposal to perfect the animal epidemic prevention system in Guangzhou city.Firstly, we conducted a survey of the status of animal epidemic prevention system in Guangzhou city, mainly from the system organization, system and policy configuration, and structure analysis of the of management and technical personnel of grassroots animal epidemic prevention system in Guangzhou city.Secondly, we discussed the main problems of the animal epidemic prevention management system in Guangzhou city, including the animal epidemic prevention institutions were not unified, the grassroots prevention mechanism of animal epidemic prevention supervision were faced with difficulties, the supervision of the animal epidemic prevention was very difficult, the work of animal epidemic prevention and animal product safety control lack of unity, there were no compulsory immunization and disinfection system, the law enforcement and technical services were confused, and law main body status of veterinary cannot be reflected etc.Thirdly, we tabled a proposal to perfect the animal epidemic prevention system in Guangzhou city based on the above analysis and research, which including the implementation of prevention and cure "separation" epidemic prevention mechanism, executing the perpendicular managing of animal epidemic prevention mechanism, the establishment of a highly efficient and flexible employment mechanism, the establishment of government expenditure Fiscal Guarantee Mechanism, the modulation and combine of animal epidemic prevention mechanism, building and perfecting the selection system of village class Animal Prevention staff, and strengthening the information system of animal epidemic prevention information system.
