Research On The Supervision Of Animal Epidemic Prevention In Lushunkou District

China is a big country of livestock husbandry,there are many species of animals,large numbers of livestock and large quantity of animal raising,animal husbandry has become an important means for farmers to increase their incomes and get richer.However,with the rapid development of animal husbandry and the acceleration of global economic integration,the environment and the mode of traditional animal husbandry in China have been affected,the quantity and frequency of livestock products circulation are increasing.At the same time,the situation of animal epidemics in neighboring countries is grim and the risk of importation is increasing,which makes the situation of animal disease prevention and control in China more and more complicated.Animal disease will not only restrict the development of regional economy,give rise to national economic losses,but also seriously threaten the health and safety of mankind.Animal disease prevention and control is an act of government,and prevent animal diseases effectively,ensure the safety of animals and animal products is an important duty for animal husbandry and veterinary administrative departments to carry out social management functions and public service functions.This paper studies the supervision of animal disease prevention in Lvshunkou District to examine the strengths and weaknesses of Lvshunkou District and promote the improvement of the supervision mechanism of animal disease prevention,so that provide effective support for regional animal disease prevention and control work,ensure human health and public health security.This paper is based on the current animal disease prevention and control system in China and the construction of urbanized modern agriculture of Lvshunkou District.By using documentation method and questionnaire method,tight coupling with the actual work of author and the current situation of animal disease prevention and control system in Lvshunkou District including Institutional Establishment,Basic Functions,Staffing,Wages and Salaries,and Working Condition,etc.This paper makes a thorough study on the supervision of animal disease prevention in Lvshunkou District from three aspects:supervision consciousness,supervision system and supervision means,sums up the problems existing in the current supervision work,and rationally analyzes the reasons for the existing problems—animal husbandry and veterinary work does not have a high status so that people take no account of it;lack of authorized strength and staffing and the workload is overloading;lack of funds and subsidies result in low enthusiasm for work;the training mechanism is not in place and the continuity of human resources is not satisfactory;animal disease prevention indicators are not included in performance appraisal,the subdistrict office cannot be effectively managed.Then the paper puts forward countermeasures for reform on the basis of a comprehensive study of the existing problems:firstly,we should pay more attention to the animal disease prevention work;secondly,we should improve the professional ability of the employees;thirdly,we should improve relevant systems and mechanisms such as rewards and punishments,evaluation and training;fourthly,we should work together to ensure that all measures are put into place.Now that the animal disease prevention system has been basically completed in China,the work of the supervision of animal disease prevention at the grass-roots level has universal commonalities.The research results of this paper can not only be used as reform strategy of the supervision of animal disease prevention in this region,but also can be shared with other local governments to improve grassroots animal disease prevention situation,providing operable policy recommendations for improving the supervision of animal disease prevention.
