Research On The Problem And Advice Of Animal Epidemic Prevention System In Chengdu

The prevention and control of animal epidemic disease relates to the security of national food and public health, it is also an important duty in the government social management and public services.This paper carries out investigation and research on the situation of animal epidemic prevention in our country, veterinary administration systems both at home and abroad, and the operation and construction of Chengdu animal epidemic disease prevention system. It identifies key problems existed in the current animal epidemic prevention team and system which were reformed in the veterinary management arrangement. It aims at searching for resolution, and providing reference for the future construction of animal epidemic disease prevention system in Chengdu.Firstly, this paper studies the abroad veterinary administration systems. Compared with the current situation in China, many problems arise in this area, for instance, the disorder organization structure, delay in construction of basic prevention system, insufficient professional personnel, and flowed animal health law system. Then it is carried out the reform theory of national veterinary administration system, and the reform progress in many cities is also introduced.The paper investigates and researches on the institution, basic function, personnel structure, wages, funding, infrastructure and working conditions of city, district (city, county), institutional Area and village-4level, which was after the veterinary management reform in Chengdu. It also does research on the construct situation of commercial animal epidemic prevention system in Chengdu. There comes out the unstandardized setting of veterinary administration organization, insufficient staffs and disorder structure of veterinary administration, the lack of formation in animal health supervision officers, the unreasonable setting of area livestock epidemic quarantine station. not impractical village veterinary epidemic prevention system, insufficient funding for animal epidemic prevention, the weak infrastructure, and the backwardness on animal quarantine supervision and enforcement method.Through the research and investigation in this paper, it is proposed to improve the level and effect of animal epidemic disease prevention in Chengdu, and to construct a basic prevention system with Chinese characteristics in six areas, for instance, strengthening the law system construction of animal health, continuing to promote the reform of veterinary management system, developing a long-term animal disease control plan in Chengdu by law, establishing a sound system of major animal disease prevention in Chengdu, consolidating the construction of animal epidemic disease prevention team in Chengdu, and ensuring funding for the prevention and control of animal diseases.
